The 8th Regional Consultative Meeting on Ease of Doing Research & Development,  organised by NITI Aayog, was held at the National Centre for Earth Science Studies (NCESS), Thiruvananthapuram.


Institutional leaders, Vice Chancellors, and representatives from scientific ministries and departments discussed measures to strengthen India’s R&D ecosystem.

Context & Purpose

The consultation focused on strengthening the Ease of Doing R&D in India by addressing institutional and policy bottlenecks, improving research efficiency, and supporting a more competitive innovation ecosystem.


NITI Aayog outlined the ROPE Framework (Removing Obstacles, Promoting Enablers) to enhance flexibility, inter-agency coordination, and institutional capacity in research processes.

Key Themes & Discussions

  • Institutional Strengthening & Governance: The discussion emphasised the need to create more enabling research environments supported by strong institutional governance and a culture that encourages scientific inquiry. Participants also noted the opportunity to leverage retired scientific talent for mentorship and continuity in research expertise.
  • Cross-Sector Collaboration: The meeting highlighted the importance of stronger University-Industry-Government (UIG) linkages to accelerate innovation. The need for greater data-sharing across institutions to avoid siloed research and enable collaborative problem-solving was also highlighted.
  • Policy & Regulatory Enablers: The consultation highlighted the need to ease regulatory and funding bottlenecks in the research ecosystem and enhance coordination among government and scientific agencies to streamline processes.
  • Communication & Societal Impact: Participants emphasised stronger science communication and closer alignment of research with societal priorities. The discussion highlighted that the ease of doing R&D must contribute to public welfare and quality of life.

Government & Institutional Vision

The consultation reinforced the need to balance internal institutional reforms with external regulatory improvements to build an efficient research system. 


Regional innovation ecosystems and scientific progress were highlighted as essential for national growth, inclusive development, and improving the quality of life.

The two-day consultation concluded with discussions among academia, research institutions, and government agencies, with a commitment to collaborate for a future-ready R&D ecosystem in India.
